Is Steam acting up?

I tried to buy L4D, but it declined my debit card several times. I know debit cards work, because I've bought games with it before. Now when I try to log in for support, it says it doesn't recognize the username or password. I know I'm doing everything right, what's going on? EDIT: Alright, didn't know you had to make a new account for support, but still, Steam's acting weird.Is Steam acting up?

I'm logging in fine. I get to the final checkout page with the ''purchase'' button, and it says ''working...'' for a while, then says that my card has been declined, possibly because my billing address is wrong. This is the first time it's done that, though.
You were flagged by steams fraud protection system. The only way I know how to get rid of it is to send in a support ticket and wait.
make sure you have enough money on the card as well.
No I had the exact same problem about the support. Your support account is separate from your steam account so you have to create another one. stupid i know.
