Adding music and sounds in team fortress 2.

I want to add sound and music for everyone to hear in team fortress 2. I always see people playing there music and there sound effects for others to hear and I want to do the same as well. Anyone know how? Please and thanks guys!Adding music and sounds in team fortress 2.
