*Spoiler* I don't remember/know if you can be a member, but you can rig the election by pick-pocketing the box when dave opens it. If you let the girl win, she lets you open the safe in dave's ofice and gives you a unique rifle called Ol'Painless which is quite good if you use small guns.There is one quest that involves Dave from the underworld, so I recommend you get it, then get the key from dave before you kick him out if you are going to.
