I need help GTA 4!

Hey guys im fairly fed up at the moment. i have9600GTAMD X4 96503 gigs of DDR2 ramM2N-E MOBOIn GTA 4 Im getting 22 FPS...some others with lower hardware are getting better frames! Im pissed off at rockstar, they cant even make a good port. Ive been wanting to play GTA 4 for MONTHS now. Ive looked through the net for some tweaks but I really dont know where to start. I tried one tweak and it didint help much.....Honestly, shouldent I be getting more than an average of 22 FPS with my hardware? What tweaks did you guys use to make the game run nicely? Thanks I need help GTA 4!
I actually haven't got the game, but I do know the ported game had very beefy system requirements. I say just try to set down some graphics settings like resolution, antialiasing, antisoptric filtering, and maybe toggling off things like shadows. I don't know if this helps, sorry :)I need help GTA 4!
How about lowering resolution, playing around with settings?

I got pretty beefy system, but game runs like sh1t anyway. At time when I go really fast in car, my FPS would drop to 10-15.

I can get 63FPS out of this game at medium textures. but you got to lower your view distance etc. If I put everything on high and view 100 etc I get 35 @1600x1200
